I expect planned version is something that was added by your admin upon request. Likely the intended requirement is that the development team fills in a plan version and then once it’s actually fixed they place the actual version where the issue was fixed into the fixed version field. Releases are associated with the fix version field.

If you look at the Releases screen and drill into a specific Version, the issue statistics shown there are based on that Version value being in an issues Fix Version/s field.
