How do I get Board administration access when the project lead is no longer with the agency and not able to grant it.

Welcome to the community

Do you know who the Administrator is for your (entire) Jira instance? They should be able to go into the project's board and modify any board's administrators list by going into the Board settings > General > Administrators.

I should have clarified. A project lead does not necessarily have to be the board administrator or even the project administrator. They could be the same, but don't have to be.

My answer was based on the assumption that your project lead was probably the board administrator as well. A board administrator is the only person who can change the configuration of a board along with Jira administrator users.
