My team has a kanban board.
Notifications appear for me in the top-right corner under the 'bell' icon, but I don't get those notifications by email. Everyone else gets email notifications, though.
I suspect that I disabled email notifications a long time ago. I've since forgotten how to change my email notification settings.
When I go into account settings > Email > Email Notifications, which takes me to the Email Preferences Centre, all the options seem to be related to marketing and product updates, etc.
I can't find where I can enable email notifications for notifications that I get through the kanban board.

After further investigation it wasn't the settings at fault (they were the same as in your screenshot) - instead it turned out jira was somehow on my blocked senders list in Outlook! Mea culpa.
