I (as admin) wanna delete users from JIRA, they quit our company.
First I didn't found the delete button, I only found remove button. is it the same ?
I remove user from JIRA, that's action work fine, but when I connect with the email address of the user, the user created again automatically while I have already remove it.
Have you an explication about that ?
Another question, when I remove a user and I wanna to create him again with the same address email but with another name and another configuration. Can I do that ?

Ok, this seems a little odd to me. One part of the question is causing me problems:

This sounds like it answers your own question - you are removing a user from Jira and then adding them back in ("connect with the email address") - if you're adding them back in, why would you expect them not to be there any more?

When I remove user from JIRA, my goal is to prevent him to connect again in JIRA platform.
After removing a user, he can anytime to connect again (I say connect (simple connection), not create account). is it logic ? so what's the utility of the remove function ?

You shouldn't be re-using email addresses for different people, it's bad practice and stuffs up auditing.
If it's the same person with a new name and/or different permissions, you wouldn't remove them, you'd change their name and/or permissions.
