How can I configure initiatives and other hierarchy levels ?

According to this part of the documentation,

I'd like to add the initiative level to my  project, so I've added the issue type Initiative already.
I have the admin permission but I still don't understand why I can't see the gearing in my view... Would you enlighten me please ?

The documentation you are looking at is for Jira Server/Data Center. This is the document for the functionality in Jira Cloud.

This feature is available only in Jira Cloud Premium subscriptions. It is not available in Jira Cloud Standard subscriptions. Which subscription do you have?
