Day Date format (dd/MMM/YYYY) not showing in comments

Date format is set to dd/MMM/yy in System -> Look & Feel

in comments, date still appears as MMM/dd/yy when using keyboard shortcut of "// date" and selecting a date

This is the same for all projects.

Due Date field is also set to MMM dd, yyyy
