Yes, with premium subscription you can create sandboxes and copy production data. More in here: https://support.atlassian.com/organization-administration/docs/create-a-sandbox/

You can create 5 sandboxes for your Org (not per application) and use them. Raise a support ticket and they can help you with copy data
