we want test jira project to clone of the bug management project,not tickets.we are planning to implement Self RCA forme.could you please suggest possible ways to do this without impacting production?
and other concern is if we change the test project,any impact will be in that BM project.

You want to create a new project base on the configuration of the Bug Management project ?
Yes this is possible, and it will not duplicate the ticket, you just need to use the "share configuration" when creating the new project.

If you make change at the scheme level (work type scheme, screen scheme..) The change will be on both project.
As stated by the doc :
Spaces with a shared configuration share:
work types
workflows
screens
fields
permissions
notifications
So any change on those scheme will be on BM project and the new project.

If you think that it could have some change made without notice on the shared scheme you should create a project with its own scheme.
but you will have different scheme to maintain, in exchange every modification in your project configuration will not affect other project scheme.
