@user not emailing in jira service desk

Hi,

currently our @User comments do not notify the referenced users in our service desk project. We are limiting the notifications in JSD more than in Jira to prohibit spamming. Which event is fired when I mention a user in a comment?

The user picker still works, it is just that there is no notification email. The user is a jira user and part of the JSD project.

PS: We use Jira Server, JSD and the JEMH Plugin. JEMH is used for outgoing emails in this case.
