Hi @chote babu and welcome to the Community,

permissions are managed in the Permission schemes. Adding attachments is a seperate permission that can be assigned to any project role, user, group etc.

So you could edit the project's permission scheme (or create a new) where you grant the "Viewer" role this specific permission.

A viewer can be granted permission via the Permission scheme associated with the project

If all viewer should be granted permission, then 'ADD Attachment' permission can be granted to the role; if selected users, then you may need to have the ROLE added to the above permission and add selected users to the role of project; anyhow #2 option isn't good in terms of management.
