Why "Atlassian Cloud site is unavailable due to scheduled maintenance"?

You're right that the standard scheduled maintenance window is 1–3 AM in the site's creation timezone, so downtime at 10:21 AM would be outside that. This is more likely an unplanned incident rather than scheduled maintenance.
First thing to check is status.atlassian.com Atlassian posts active incidents there in real time. If your site is affected by a broader outage, it will show up there along with any updates.
If status.atlassian.com shows no active incidents but your site is still down, contact Atlassian Support directly at support.atlassian.com with your site URL.
I just learned this was due to a payment failure. Not sure why and how this happened as this account is active and payed for for more then 10 years
