how to see which users are licensed by jira service management

I am trying to add a new user to both jira service management and jira software, but it does not allow me because it says that there are no licenses available, how can I see which users have which licenses and if I delete the users that are no longer in the company can release licenses?

If you go to the Overview on admin.atlassian.com you can see how many users have access to each product. You can also go to Billing > Manage subscription to see how many licenses you have and how many you are using.
