i dont find this in jira's interface, its confused

You need to be a Jira administrator in order to customize your portals. Portal can be edited within the Project settings > Channel & service > Portal. You can change the logo. Not much things that you can do in order to customize your portal. You can change the announcements as well.
More customization will be available for help centers rather individual customer portal.
Apps like Refined and Themes are the ones who can be used for customization.
