Is it possible to send the Customer Satisfaction survey to "Requested Participants"?

Unfortunately, with all that Jira provides, you can't send the survey to the requested participants. This will always be sent to the reporter of the issue. Read more here.

@Andile Luvuno This might not be ideal in your case, but if you are willing to give up using the default CSAT feature and move to an external link then you can use the "Request resolved" customer notification.
You can setup the notification to go out to all request participants and in the notification you can maybe include a google form with a custom survey.
