I have many JSM projects in my portal. Someone wants to add an external link to the home page with all the portal projects but I want this to be a separate section not in the announcement or header section in case we need that for more important outages/announcements.
is this possible?

Yes, it is possible. You can add topics to the main portal and in it you and add external resources. Just note that those links first have to be added as an external resource in a project first.
