add users Jira Service Management

I'm trying to add a user to Jira Service Management (Free) and I get the following error:

This user has a Jira account and had previous access. When I try to add the user again, it doesn't work.

Hi @ICT 

1. Go to Settings () > User management.

2. Select a user on the Users page.

If the user is deactivated there, enable access to the site.
