I got an email that says my subscription was canceled. This is a free account but it wants me to add a credit card. Is this a glitch or do I actually need to add a CC# for a free account that I created last month?

Checking the details of your site, I can see that Jira Service Management was suspended because there were more than 3 agents, so since there were no payment details, instead of downgrading to Free, it was suspended.
On Cloud free, the user limit is 10 users for Confluence and Jira Software and 3 users for Jira Service Management.
With this said, in order to reactivate Jira Service Management, please, reach out to our customer advocates at support.atlassian.com/contact so they can help you with this request.

The free account said I can have 10 users but I only had 4 users and then I deleted all but 1 user. Confluence is accessible but Jira is suspended. This was just for testing so not a big deal if I lose it.
