Users got an email that says subscription was canceled and jira is deactivated. This is a free account but asking to add a credit card details. Is this a bug or do I actually need to add a payment details for a free account ?

On the Cloud Free plan, the user limit is 10 users for Confluence and Jira Software, and 3 users for Jira Service Management.
You do not need to provide a credit card. If the user count exceeds 3 for Jira Service Management, please reach out to our customer advocates at support.atlassian.com/contact and they will assist you with your request.
