As @Arkadiusz Wroblewski  said, sometimes it is just temporary and you should try it again. Or you can follow the guidance here: https://support.atlassian.com/organization-administration/docs/get-started-with-an-atlassian-organization/

Sometimes it's just temporary problem. Try standard browser troubleshooting like Incognito window, changing Browser.
