Workflow configuration that prevents issue transition

Good morning,

A product owner wants to limit the ability of user to transition an issue from To Do status to In Development if a custom field is not valued with "YES".  I've researched workflow transition Validators and Condition but it doesn't look like those are the answers.

Any help here would be appreciated.

Hi @Dorothy Callahan you would probably need a third-party workflow function extender (f.e. ScriptRunner, JMWE, JSU, ... ) to meet this requirements as it isn't available out-of-the-box.
