Workflow condition does not seem to be working

I'm hoping someone is able to see something that I am clearly missing.  I have a workflow that I don't want to transition to complete if the field "NDA required" is yes and the "NDA attached" field is not yes.  I thought I had it set up properly (and I've done this before) but for some reason it is allowing me to transition to complete.  Any thoughts?

Here is my ticket.  You can see the field are set to values that should NOT allow it to transition.

Hi @Colleen Gotling,

These settings may be case sensitive. Try to change the validator for NDA Required? and replace "YES" with "Yes". Will this help?
