They are not seeing a divsion on our ticketing system at all.

Can you clarify a bit more.
Is the user referring to the portal, this is most likely;
https://<your-instance>.atlassian.net/servicedesk
Or are they seeing multiple JSM titles on the portal, are both portals available as open.
See Customer Permissions on how portals can be limited or makes specific customer groups in your system and adjust the permission scheme per project to only allow the related customers to see the project on the portal

Can you please help me better understand what you're referring to? What do you mean by they are not seeing a division? Maybe they are not seeing the specific project/Card on the health center page?
