The "Public comment edited" notification is turned on under Project settings > Customer notifications.

Did you already verify that other notifications are being sent successfully? Mails sent by Atlassian are often blocked by companies mail rules.

Did you test all of the other notifcations? Do you receive these notifications, when you create a request with a customer account you have access to?
