For a JSM project to access JSM specific features in Project Settings you must
Being an Organization Admin only gives you access to Site Administration automatically.
If the site-admins group has been granted Product Administrator access that will give you access to administer Product level settings, but not directly access to administer project.
If you have been added to the Administrator role of a project that gives you access to the Project Settings feature for a project, but not necessarily all the Project Settings within that.
For JSM specifically a person can be allocated access to administer the project partially - the features that it has in common with the core Jira product. If the person is not granted a JSM Agent license and added to the Service Desk Team role in the project then they will not be able to access features and settings that are specific to JSM, such as the Request Types settings and Forms management.

What are you trying to do when you get that? Also, check the Permission Scheme to see if you are granted permissions to do what you are trying to do. Try the Permission Helper for any hints also. :-)
