I have a project with two admins, and one of us can see the selection of users on the user picker field in a form but the other can't. We have the same permission and groups, cleared cache etc. and not sure what else to do

Hi Dexia - Welcome to the Atlassian Community!
Give the admin the Service Desk Team project role. Then they should see users in the dropdown.

When you say you have the same permissions, is this just the project permissions?
There is a global permission called "browse users and groups", which you need to be able to view users in user-select fields. I would check that both users are in a group that's linked to this permission (a Jira admin will need to do this, as this is within the System admin settings)

I am aware , both admins have ORG ADMIN roles and are users of all those groups in the 'browse users and groups' section
