Why can Atlassian not count to 3

Those new to the Atlassian Community have posted less than three times. Give them a warm welcome!

I keep getting email that I have hit my user limit of 3 on Jira Service Management but I only have 2 users 

"You've hit the agent limit on your Free plan"

Confirmed I only have 2 users by visiting

Product access under site settings.
Thanks for the insightful answers a head of time, most likely I binged a bell hitting 3 users once and it flipped a nob that does not get unflipped so will never stop getting email alerts.

How many users have you added to your instance? Was any of them added with the role of trusted user? Trusted users will automatically have access to all your Atlassian products and count towards the license, but they will not show up in the product access group.
