I added the Service Project Report widget to my dashboard and set it up to display requests by type: https://www.loom.com/i/4439372a4cac46acbe5d907993b120c1
However, it is only displaying request types that are hidden in my service portal, and none of the "live" request types.

Other instances of this are displaying all issue types just fine.
You will need to adjust the ootb report "Supported Requests" on the project.

I have run into another, similar issue.
I would like to create a chart that includes all requests counts in different JSM projects.
I attempted to do this in a similar way, but it's not displaying anything - I'm guessing because these requests are in all different projects.
Is there a way I can create a dashboard chart of total counts from different projects?

Jira has a gadget named Two Dimensional Filter Statistics gadget, which is supposed to provide such statistic. But I just tested and it does not seem to provide the field Request Type. You could also try this on your side, maybe it works in your case. Eventually you could try using Issue Type instead.
If it does not work, then you will could search for a plugin from Atlassian Marketplace.
In case you want to try a plugin, our Great Gadgets app offers a Pivot Table & Pivot Chart gadget that supports the Request Type field and con provide this statistic in form of a table, heatmap table or charts of various types.
To get this statistic the gadget should be configured like this:
