When migrating single JSM to another cloud instance, do portal only customer migrate also

We have a few cloud JSM projects we need to move to another instance.

I've read on this page that Atlassian user accounts will migrate across.

However, what I am unclear on is if portal-only customers will also migrate.

According to the following document, portal clients are included as part of the Cloud-to-Cloud data copy process:
