We never created workflows for our environment. I need to modify the workflow so that technicians can reopen closed tickets.

What type of Space does this concern? You can find that information by clicking ... button next to the Space in the panel on the left. Tell us what the last two lines in the pop up say.
The specific steps needed will depend on the Space type.
While you have not explicitly created a workflow, the act of creating the Space creates a workflow based on the default for the type of Space you created.
