I am looking for a new JIRA ITSM (IN, SR, CR & PM) module out-of-the-box implementation and wants to go with standard package option.

Can someone suggest, what's the high level timeline we need for implementation?

Once you've signed up for a Cloud Jira site, you'll need to wait while it gets built (usually happens within 30 minutes).  The first time you log in, it will take you a couple of minutes to answer the setup questions.

The rest is up to you - you're going to need to decide how you want to use it, and how much, and then work through setting it all up.  It takes a minute or so to set up an out-of-the-box project, and you'll need to start adding or inviting users too, but the time that all takes depends on how much you need from it!
