What is the difference between creating a notification scheme (screenshot 1) versus the personal notification settings (screenshot 2). I see some redundancy here as they both seem to notify youand wanted to know if there is a difference and/or if one takes precedence over the other?

The difference is that the notification scheme is for the whole project, and your personal settings control if you want go receive those notification emails or not. For example, if your personal settings is set to receive emails when you are the reporter, but the notification scheme for a project has removed that notification, the result would be that as the reporter you would not be notified.
You would always get notified in the app even if you turn off all email notifications in your personal settings.
