What do you mean by Agent Tier:1-3 in Jira for Standard and Premium subscription.

Free Plan: 1-3 Agents
Paid Plans: Standard
Premium
Enterprise
If you need more than 3 agents (people who actively work JSM tickets), or need more functionality, you should look at one of the paid plans.
