Whap happened to the Create Linked Issue command?

As the title says, I want to create a linked issue in a separate Project from my Jira Service Management project but I am unable to find the command? I have used JIRA for 5 years at at this point so you'd think that a feature that initially drew me to the product and I know exists somehow has magically disappeared. I'm hopeful that its just been 'hidden' somewhere behind the "new" (awful) JIRA UI because what was literally a single step workflow is now:

Create New Issue
Fill in Summary and Description fields
remember new issue ID
Go to old issue
Perform Link Issue
Remember my new issue ID
Identify the type of issue I want to link
Link issue.

This is hardly an improvement.
