Webhook empty customer email

Dear community, 

Is it possible to get information about customers email via webhook? Now it's empty, when we trying to get data.

For licenced users we can change email visability and webhook sends email.

But how we can change this setting for customers?

Goal is to get reporter email. 

Is it possible?
