Hi,
We noticed today that the view (number) remaining older comments bar is not showing when the ticket is opened and not all comments are showing either.
We found a workaround by going to another tab like history and back to the comments tab.
We are using Chrome.
Is anyone else having this problem?

This sounds like a bug might have been introduced. I suggest you open a support ticket with Atlassian as I am seeing others say the same thing.

Workaround:
Users can navigate to the All tab and then revisit the Comments tab. This resolves the issue, allowing the remaining comments to be viewed.

I can confirm that we are seeing this issue as well and thank you for the work around for now. It's a life saver. When I try to use that support link I get to a point where all it tells me is to browse the community or view the documentation (so you have to have a specific role to submit an issue in case anyone else is curious)
