Using Jira users (non‑JSM licensed) in Assets User attribute for auto-assignment

Hi everyone,

I have implemented an auto-assignment solution in Jira Service Management (JSM) using Assets and Automation, and it is working as expected.

 Current Setup

  • Created Assets object types for:
    • Priority
    • Component
    • Region
  • Created an Assignment Matrix object type with attributes:
    • Priority (Object reference)
    • Component (Object reference)
    • Region (Object reference)
    • Assignee (User type)
  • Using Automation to:
    • Lookup matching object
    • Assign issue using {{lookupObjects.first.Assignee.accountId}}

Requirement

We want to include users in the Assignee (User attribute in Assets) who:

  • ✅ Have Jira Software / Jira Work Management licenses
  • ❌ Do NOT have a Jira Service Management (JSM) license

Questions

  1. Will users without a JSM license appear in the Assets User attribute picker?
  2. Can such users be referenced via Automation (using accountId) without issues?
  3. Are there any licensing or permission restrictions when:
    • Storing them in Assets
    • Assigning them to Jira issues
  4. Any known limitations or recommended workarounds for this setup?

Goal

To ensure that our Assignment Matrix can include all relevant team members without requiring JSM licenses for everyone.

  1. Will users without a JSM license appear in the Assets User attribute picker?
    • Yes. If they are a registered user and have an account, you will be able to find them in the user list in Assets
  2. Can such users be referenced via Automation (using accountId) without issues?
    • Yes
  3. Are there any licensing or permission restrictions when:
    • Storing them in Assets
      • No, I don't think so
    • Assigning them to Jira issues
      • You will NOT be able to use them as the Assignee in a Jira ticket if they don't have a JSM Agent license.
  4. Any known limitations or recommended workarounds for this setup?
    • Only users with a JSM agent license can be assigned to JSM tickets.

If we add users in jsm in assests do they need agent license?
