User is unable to move issues (rank) in a column?

Those new to the Atlassian Community have posted less than three times. Give them a warm welcome!

Trying to trouble-shoot...I can move the issues (JIRA Admin).  The user is Project Mgr but cannot move the issues to rank within a column.

Welcome to the Atlassian Community!

  • Is your board using swimlanes?
  • Is the board a Software board (not a Business, Jira Work Management, Product discovery or a board that comes with a team-managed project?
  • Is the board filter correct?  (Has no "order by" other than "order by rank"
  • Does the user have the "schedule" permission in all the projects the board covers?

Welcome to the community.  I agreed with what @Nic Brough -Adaptavist- provided.  In most cases, it is because the filter query used in the board is not order by rank.  When it happens and used, then one cannot conduct ranking issues operations within the board's columns.
