Problem: I'm setting the value as "updateDraftIfNeeded": true, but still the changes are being made on the active workflow scheme instead of first creating a draft! How can I fix this?

Community moderators have prevented the ability to post new answers.
If this is the case, the the documentation is wrong.
Then this would classify as a bug. I would suggest that you raise the issue with Atlassian.
(I do se you are on a free plan, to raise an issue at Atlassian, switch to the Standard option (trail period) to raise an issue and switch back to the free plan)
Can you provide your payload and response, then the community can see the action and response.
