Unable to add avatar to Insight object

There was a following problem.
The role of object schema manager has been added to the user, he can create and modify objects and attributes, add attachments. But if the user tries to add an avatar to the object, he receives a message that he does not have enough permissions.
At the same time, as an admin, I can add avatars to objects.
Please tell me how to give these permissions to the user.
