Upon hovering over the Reporter field, I am granted with a tooltip stating 'Reporter can't be edited'. I am an Atlassian admin & a site admin.
I have checked within the Project Permissions, and can see I have permissions to edit the reporter field, (check img 1). I have also consulted the permissions helper tool (check img 2).
I have checked the workflow of the request type and can't see anything prohibiting modifying the reporter field, nor can I see any apps that might be interfering with this function (the apps on this Jira instance are Deviniti queues, external data, issues on timeline, Jira Misc Workflow Extensions, Rich Filters, ScriptRunner Enhanced Search (Not used), ScriptRunner for Jira (Not used), Worklogs)
I am replacing the old Jira Administrator which is why I am not acquainted with the setup or why this is occurring.

One more place for you to check - Please make sure that "Reporter" field is included in your EDIT issue screen. By default, the Reporter field is displayed in the issue view screen. Once you can confirm that the Reporter field is there for the EDIT issue screen, you should be able to resolved your problem because you have all the permissions setup correctly.

@[deleted] None of the images you mentioned are attached to the issue. What roles do you have on the service management project that contains the issues you are having issues with? Can you make yourself an agent by adding yourself to the service desk team role and see if that fixes the issue?
