Trying to create a tracking project for incoming autocad drawings and sending them to correct path

i deal with autocad drawing that need either updating or creating new. Also needs to be reviewed by engineering and others. How/what template should i start with to use this flowchart. i have use Trello in the past and was easy to add members. But now with jira i am limited on asking people to be members do to number of licences. i would like to know if i can add people and just have them as agents and not members.
