Here is the case, since translate options for customer portal (cloud) are a bit limited at the moment has anyone attempted to create their own add-on using Forge or is there any other option?

Community moderators have prevented the ability to post new answers.
Unfortunately, there is no technical possibility to do such feature / apps on cloud. You can only push the Atlassian team to expand current translations. Another option is using "/" and put names in two languages in every place you need but it's no efficient when you need translations for more languages.
