Track work items completed with no playbook steps executed

I would like to build playbooks for all our common processes and help enforce agents use the playbooks. I would ideally be able to JQL for all items where no playbook was completed. This will help me standardize our use of them.

Currently, I can see execution logs when they were used, but I can't see when they should have been used but were neglected.
