Our support portal has suddenly stoped working, anyone know what may have happened?
Welcome to the community. Looking at https://jira-service-management.status.atlassian.com/ status page, there doesn't seem any system level issue took place or reported from Atlassian.
At this time, I would recommend you to contact Atlassian Support (https://support.atlassian.com) for additional assistance. They will be able to access the system logs for your site to determine the possible issues happening with your site.

Check the customer permissions on the project.

This doesn't look like a 404 page, would recommend checking with your site/org admin to check the setup,
also from the screenshot it seems like a backend error too would suggest raising a ticket here https://support.atlassian.com/contact/, if you'll Don't find an issue in the internal setup.
