We have a challenge of product design changes occurring after the handoff from Design Team to Dev Team. Since my responsibility lies with Design, what status or workflow items would you suggest for the Design Service Management Jira project to help with this? For example, I was thinking of a status like "Final Design Review" with a rule that issues/tickets can only move to "Done" after this status is satisfied... or Other?

To me this challenge seems like it needs to be addressed at a process/policy level first but we can definitely look at some guard rails in the system to help reinforce processes.
You can restrict transitions in the workflow to a certain group or individual, there are also workflow properties that can make an issue/work item unable to be edited once it's in a certain status as well.
