Would like to know which specific permission(except for Administrator) on Jira have the ff. access below:
Change ticket Status:
Cancel
Start Implementation
Transition to Closed
Awaiting Implementation
Awaiting CAB approval
Delete Project Ticket

Welcome to the community. To address your specific ask, the user needs to have the following permissions -
Browse Project, Transition Issues, Edit Issues
Again, this should already been setup out of the box for your agents assigned with project's ServiceDesk Team project role. You can access the out of the box permission scheme used for your project by Project settings >> Permissions.
You shouldn't have to adjust any out of the box setup unless it is needed.

I apologise for dissenting so bluntly, but no.
Do not allow delete (the other permissions are spot-on). Never allow people to delete Jira issues, other than admins who can judge if something really should be totally destroyed.

Yes I agreed. However the out of the box permission scheme for JSM Cloud, the permission is already granted to project role of Service Desk Team..
I have removed my previous posting on "Delete Issue". Don't know why the out of the box permission is graning Service Desk Team project role with that permission. In Jira Software, the out of the box is also granted to Developers project role.
In our env (data center example) - only Administrator project role members have the Delete issue permission by default.

Yep, it's one of the first things a good Jira admin does when they create a new project - remove delete permissions. There's a request open to get the default changed somewhere.
