Space admin access needed for creating forms

On a Free site, Administer spaces permissions are usually assigned by default and aren't configurable like on paid plans. However, Org or Site Admin permissions alone do not grant JSM product access. Without an active JSM agent seat, key service project administration features won't be available.

JSM Free includes up to 3 agents. Have your admin confirm that your account has explicit JSM product access assigned, and not only Admin role.

If you have space admin and browse spaces permission, you should be able create a form. Here is the official documentation - https://support.atlassian.com/jira-software-cloud/docs/create-a-form/

It is also worth checking whether the role assigned to you has the Administer Projects permission in the specific project
