Some users are missing in the user picker attribute in JSM assets.

"I have started configuring the assets and have created a user picker attribute for the hardware assets where I need to specify the name of the owner. However, I am unable to find some users (who are portal-only customers & don't have Atlassian ID) in the user picker dropdown. I am wondering if this feature is only available for users who have an Atlassian ID or if it can be used for anyone."

The user picker only contains users with Atlassian ID's.

I am having similar issue. I have imported assets via CSV import and used Atlassian id for users to import and it worked as expected. The issue is, in agent login asset owner names are not showing whereas they are showing in admin login. Agent has full access on this object type as manager role. Please screen for admin login and agent login respectively for reference and advise.
