Smartchecklist is hidden, how can I make is visible as default

After migrating from Data Center to Cloud, we noticed that Smart Checklist is hidden in our issues. We are seeing this problem across thousands of migrated issues.

Currently, for each issue, we have to open the Apps menu in the upper-left corner of the Jira Cloud issue view and manually click Smart Checklist to make it visible. We are experiencing the same issue with Xray Tests as well.

Is there a way to make Smart Checklist and Xray Test panels visible by default for all existing issues in bulk in all projects(globally), instead of enabling them manually one by one?
