The standard Jira template had all sorts of "issues" allowed - such as hardware issues, change requests etc. we dont want any of that. We need to have a portal where the user can choose (maybe) an application - eg AI, CRM, Member Portal - and then their issue.

There is also now a blank template available where you could create a JSM project and then only have, as you describe, one or two issue types and one or two request types on the portal. Have you tried this already?
